But there is a bigger reason for time expansion
- No one can predict precisely when a task will be done
- The receiving person working in a "matrix" work environment has other work to do
- They cannot drop what they are doing instantly
- There may be a lag of an hour, a day or several days
- There may even be different priorities for that person
- And so the time line gets stretched
The question is: By how much?
- Probably a function of how many projects they are trying to serve concurrently
