• A technical specification spells out all the work

  • In great detail
• From a description of the end product

  • To the quality of all the work to be done to get there
• So that the product can be constructed accordingly

• The risk of performance

  • Is on the acquirer
• Assuming that all of the technical specifications have been met

• But the cost risk in a fixed-price contract

  • Is on the supplier
