When is the criteria set?
The technological criteria cannot be set
- Until satisfactory requirements definition
- Has been agreed with the stakeholders
- E.g. owner, sponsor, client, customer, users
- As appropriate for the project
Ideally, the criteria should be set
- Before the project implementation phase
- I.e. execution, construction, assembly, etc
