Steps to a high-level PBS

• The Product Breakdown Structure (PBS) must be designed to answer two questions:

  1. What must be created or done to achieve all the objectives and deliverables of the project, and
  
  2. How will the project be organized to do this?

• Subsequently you should apply a low-level work breakdown (WBS)

  • To flesh out the activities and tasks
  • In greater detail
  • For each item
  • To facilitate complete control
