When will I need a high-level WBS based on "products"?
You should adopt a high-level product-based WBS when any of these are true
You have a program or project that:
- Is relatively large in value and long in duration
- Involves several geographical regions
- Either physically, or in its performance
- Is complex with multiple components or systems
- Will be created by distinctively different types of people skills
- Will benefit from subdivision into time-phased elements
- For the rest of this Issacon we will use the term PBS
