Although most likely a continuum, four levels of technological uncertainty, from low to high
- Established, traditional — Low-tech
- Mostly established technology — Medium tech
- Advanced technology — High tech
- Highly advanced or exploratory — Super-high tech
And three levels of complexity
- Simple project, i.e. contains a single unit
- Complex project, i.e. contains interactive elements
- Program or set of projects. (This includes a large project with many sub-projects)
