What is the purpose of a control gate?

Specific questions for closing a phase-end "gate"

• Has the last phase in fact been completed?
• Has a phase end report been prepared?
• Are the results of the last phase consistent with the plan?
• Are the phase deliverables acceptable in terms of quality?
• Have any of the project assumptions changed?

  • Indeed, has the need for the project changed?
  • And is the project still viable?
  • If not, are shutdown procedures in place?
  • The idea is to prevent uncontrolled run on
